Job Summary The Deputy Director regularly collaborates with and assists the Director of the Office of Economic Development (ECO) in providing direct oversight and management of all Office of Economic Development functions, specifically including developing the annual operating budget and capital budget and providing strategic leadership in the development (and periodic refinement) of the City’s Economic Development Policy, the City’s Economic Development Incentive Policy, programmatic implementation, and project execution. This position also directs, guides, and provides expertise for all of the economic development activities of the office. Supervises and directs staff, facilitates new business development, enhances real estate opportunities and investments, and facilitates new retail opportunities for the City. Job Description Essential Functions

  1. Supports the Director in the preparation, review, and approval of Administrative Actions, agenda items for City Council, materials for City Council and Committee briefings, materials for Board of Directors meetings for all Tax Increment Financing (TIF) districts, materials for South Dallas/Fair Park Opportunity Fund Board of Directors meetings, materials for Dallas Development Fund Board of Directors meetings, and information for public dissemination and others.
  2. Assists the Director in support of the Dallas Economic Development Corporation.
  3. Collaborates with and assists the Director in providing direct oversight and management of all Office of Economic Development functions, specifically including developing the annual operating budget and capital budget and providing strategic leadership in the development (and periodic refinement) of the City’s Economic Development Policy, the City’s Economic Development Incentive Policy, programmatic implementation, and project execution.
  4. Utilizes independent decision-making to lead one or more divisions within the Office of Economic Development which includes a team of several experienced senior managers.
  5. Utilizes independent decision-making to originate, evaluate, negotiate, make recommendations and presentations (to City Manager’s Office, City Council, TIF district Boards of Directors, South Dallas/Fair Park Opportunity Fund Board of Directors, Dallas Development Fund Board of Directors, private sector, and other government/quasi government agencies) on incentives for catalytic projects to leverage private sector investment, at times of up to an estimated aggregate amount of $300-$500M per year.
  6. Directly oversees the development and management of ECO incentive agreements, including progress and completion of deliverables. Structures and engages in strategic internal and external communication with elected officials, City executive staff across City departments, developers, other governmental/quasi-governmental organizations, as relevant/pertinent on potential projects and/or existing projects. Participates/presents briefings and responds to City Council questions during City Council meetings.
  7. Serves as subject matter expert on economic development programs for both the City, others in other governmental agencies, and/or organizations/private sector.
  8. Assesses and determines budgetary needs for ECO Incentive Programs based on pipelines/known anticipated development considerations and anticipated availability of funding.
  9. Provides incentive program and capital program updates on existing projects regularly to City pertinent Departments, CMO and City Council. Directs, leads, and manages all economic development processes, programs, initiatives, and activities through subordinate managers; facilitates targeted real estate development and redevelopment and business development; delegates authority and ensures professional performance; identifies needed areas of change or development and institutes changes to improve operations; plans, implements, coordinates, monitors compliance, and evaluates policies and procedures.
  10. Participates and leads extensive staff review meetings to develop recommendations regarding new businesses and real estate opportunities; communicates and engages with site selectors, the Governor’s office, chambers of commerce, developers, and corporations to negotiate incentives and provide information as needed or relevant to a given project.
  11. Drafts and creates term sheets, calculates impact analysis, negotiates contracts, and monitors compliance with those contracts; represents the City as a speaker at conferences and other public events, and continually builds and nurtures relationships with external partners and stakeholders.
  12. Monitors progress of service delivery elements through procedures and strategies to accomplish timely and effective utilization of available services; evaluates and analyzes monthly management reports to make budgetary recommendations and to make strategic decisions and leads budget development activities.
  13. Prepares annual performance plans and conducts mid-year and annual performance reviews; monitors and oversees budget items; provides requested information and reporting on divisions under his or her oversight; and provides direction for staff and department managers.
  14. Oversees the hiring, training, and performance of all economic development staff directly involved in ECO core incentive programs; provides performance evaluation and feedback, addresses disciplinary issues, and fosters teamwork amongst the department and its activities; identifies areas of quality management to enhance productivity through improved work procedures and practices, improved communication, and accountability.
  15. Attends City Council and legislative hearings and takes necessary action regarding decisions or inquiries made at such hearings.
  16. Performs any and all other work as needed or assigned.
Knowledge And Skills Ability to negotiate and maximize the leveraged investment and job creation/retention of developers/businesses per incentive dollar in the recruitment of businesses and/or the development of catalyst commercial and/or mixed-use development, which may include a mixed- income residential. Knowledge and understanding of City codes and regulations related to land use, real estate development, zoning, permits, architectural and engineering plans/plats, also any others including but not limited to transportation implications, public infrastructure, public safety, density and any other as relevant and pertinent. Ability to lead, manage and coordinate projects across City departments, other governmental agencies (local – including multi counties/municipalities; state and federal), quasi-governmental (i.e. NCTCOG) and/or private sector. Knowledge of the various economic development/public finance programs and tools at the federal, state, and local level and how they may be utilized in an incentive transaction. Knowledge of business principles, practices, and techniques used in department management. Knowledge of principles of personnel management and ability to plan, direct, and coordinate the work of others through subordinates. Ability to estimate, justify, and evaluate costs and program effectiveness. Ability to establish a good rapport and working relationship with federal, state, and local agencies, other city departments, and the general public. Ability to use independent judgment in decision-making. Ability to develop and recommend implementation of economic development policies and plans. Ability to market an economic development organization to external and internal clients. Ability to analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of established goals. Ability to manage program activities and establish goals and objectives. Ability to provide administrative and professional supervision, leadership, and direction to subordinate staff. Ability to determine work procedures that expedite workflow, improve efficiency, and increase operational effectiveness. Ability to manage multiple projects and programs at a time. Communicating effectively orally and in writing. Establishing and maintaining effective working relationships. Experience At least 10 years of experience in leading and managing economic development projects and incentive programs including specific experience in real estate development, business development, and development finance. 6 years in a high-level management supervisory or lead position in a related area preferred. Licenses and Certifications CEcD, EDFP, HDFP, AICP, or other Economic Development professional certification is required. Education Bachelor's Degree (Master’s Degree preferred) in an economic development-related field that may include Development Finance, Real Estate, Business Development, or a combination of these. Salary Range $138,755.10 - $173,443.87 The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
